Hajia Salamatu Ladi Ahmed,  the Executive Secretary, FGSHLB, disclosed this at the 7th Nigeria Affordable Housing Finance and Innovation Summit held on 26th-27th November 2024, at Shehu Musa Yar’Adua Centre, Abuja.

Speaking on a topic,  “Optimising end-user finance,” the Executive Secretary said that apart from the affordable interest rates, the Board has other strategies such as flexible repayment plans that cater to different income groups and financial capabilities that allow repayment of housing loans between five and twenty-five years.

According to Hajia Salamatu Ahmed,  the board  partners with developers and government agencies to create affordable housing options to offtakers, thereby making housing more accessible to those who need it most.

She added that her organisation has a loan ceiling amount for different levels of officers with a special scheme, emphasizing that the housing loan can be accessed by  Federal Public Servants on grade levels 03 to 17 from the official website www.fgshlb.gov.ng

Hajia Salamatu Ahmed assured that the board is working assiduously to ensure more Federal Public Servants have access to housing loans.

In his welcome address,  the founder/CEO NISH Affordable Housing Limited and convener of the summit, Dr. Saheed Kayode Yemi Adelakun said that the theme of the Nigeria Affordable Housing Finance and Innovation Summit 2024 (NAHFIS24) which is disrupting housing finance for inclusive development is apt and timely in line with the common statement, “housing is finance”.”The strategic objective of NAHFIS24 is to proffer solutions to the housing needs of low – and medium income earners in Nigeria through innovative development and end to end financing of affordable but decent homes,” he stated.

A communique was issued at the end of the summit, with clear, actionable plans for delivering affordable housing.

While congratulating her on her appointment, the Head of Service charged the new Executive Secretary to bring her wealth of experience to bear in the discharge of duties with a view to ensuring the realization of the mandate of the Board

Hajiya Salamatu, the Director of Operations at FGSHLB, succeeds Alhaji Ibrahim Mairiga, who has proceeded on terminal leave ahead of the expiration of his four-year tenure in September 2024.

Speaking at the commissioning ceremony, the Executive Secretary of Federal Government Staff Housing Loans Board (FGSHLB), Alhaji Ibrahim Abdu Mairiga, expressed his deep gratitude to all the stakeholders who contributed to the project’s success. He acknowledged the divine intervention of Almighty God and praised the leadership and dedication of the Head of Service of the Federation, Dr. Folashade Yemi Esan, who played a crucial role in overcoming initial hurdles and ensuring the project’s accelerated delivery.

Mairiga also thanked the Honorable Minister of Federal Ministry of Housing and Urban Development, Arc.Ahmed Musa Dangiwa, the permanent secretaries of Federal Ministry of power, Federal Ministry  of Water Resources and their respective ministers, the developers, and the FSHLB team for their hard work and commitment.

In his address, the Minister of Federal Ministry of Housing, Arc. Ahmed Musa Dangiwa expressed his gratitude to the Head of Civil Service of the Federation, Dr. Folasade Yemi-Esan, for inviting him to be part of the occasion.

He recalled that three years ago, the Federal Ministry of Housing allocated five hectares of land free of charge to the Head of Service for the purpose of housing project for civil servants, which aligned with the present President of the Federal Republic of Nigeria, Bola Ahmed Tinubu’s Renewed Hope Agenda for housing development.

The Minister emphasized the crucial role of civil servants in the nation’s development, describing them as the “engine of government” and the “backbone of public administration.” He stressed the importance of prioritizing their welfare, which includes providing decent and affordable housing.

The Honourable Minister of Works, Engr. David Umahi, represented by the Permanent Secretary, Dr. Yakubu Adams Kofarmata commended the HoSF for the provision of affordable housing to deserving civil servants. He also promised that his Ministry would always be available to render any necessary assistance towards the welfare of workers.

Speaking, the Head of Service of the Federation Dr. Folashade Yemi- Esan, who unveiled the commissioning plaque, emphasized the universal recognition of housing as a fundamental human need. She acknowledged the challenges posed by the rising population and the current house price-income ratio, which makes it difficult for civil servants to own homes.

Dr. Yemi-Esan explained that the FISH program was established to tackle these challenges and deliver affordable housing to federal civil servants. “The programme aims to reduce the cost of housing for civil servants to the barest minimum”. She said.

According to her, the FISH program is a testament to the government’s commitment to prioritizing the welfare of civil servants and providing them with decent and affordable housing.

She added that the commissioning ceremony was held as part of this year’s Civil Service Week celebration.

Earlier in her welcome address, the Director Overseeing the Office of Permanent Secretary, Service Welfare Office (SWO) and Chairman, Federal Government Staff Housing Loans Board’s Governing Council, Dr. Comfort Adeosun affirmed that Federal Civil Servants can now retire happily with a roof over their heads.

She assured that the FISH Department will continue to work to ensure more houses are provided for workers  to improve their well-being, as well as guarantee job satisfaction.

Four beneficiaries were  officially handed over the keys to their houses.

The ES stated this in the course of a site inspection of the Estate by the Head of the Civil Service of the Federation (HOSF), Dr. Folasade Yemi-Esan, on Thursday, April 18, 2024. Mr. Mairiga confirmed that all necessary arrangements are being put in place in preparation for the commissioning. He assured that any remaining issues will be resolved before the proposed date.

Dr. Yemi-Esan, impressed by the progress, commended the FGSHLB for the development of the estate. She reiterated that the FISH Estate is specifically designed for core civil servants and expressed her intention to make the commissioning a highlight of this Year’s 2024 Civil Service Week in June 2024.

The HoSF also urged the  Federal Ministries of Works, Power, and Water Resources to expedite action on their provision for internal roads, electricity, and water networks to meet the proposed commissioning date to ensure that the successful off-takers enter their houses without hassle.

The HoSF was conducted round the estate by the Executive Secretary of the Board and was accompanied by the Permanent Secretaries for Power (Mr. Mahmuda Mamman), Water Resources (Mr. Shehu Aliyu Shinkafi) and Works (Dr. Yakubu Kofar-Mata).

During the inspection, Mr. Mairiga said that the Board, in a bid to deliver on its mandate of providing decent and affordable houses for Federal Public Servants, collaborated with some of its partner  Estate Developers to construct the Estate to make the  116 units,  2 bedroom bungalows habitable and easily accessible.

The Executive Secretary who observed that the Estate’s perimeter fencing is at the final stage of completion commended the in-house  Direct Labour Task Team headed by the Board’s Director,  Operations Department, Hajiya Salamatu Ahmed for a job well done.

Mr. Mairiga disclosed that the construction of the Estate, which is fully funded by the Board, will soon be ready for commissioning by the President Bola Ahmed Tinubu-led administration.

Earlier, the Board’s Director of Finance and Account and a member of the committee,  Mr Yakubu Musa Kadiri, who led the inspection team round the Estate, explained that the needed infrastructures like internal road, electrical and  water network are expected to be provided by the Federal Ministries of Works, Power and Water Resources respectively.

The completion of FISH Estate for federal public servants will be a testament to the commitment of  the present administration to the welfare of the workers.

The Federal Government Staff Housing Loans Board (FGSHLB) has successfully inducted a new batch of junior staff into its workforce as part of ongoing efforts to strengthen institutional capacity and improve service delivery to federal public servants.

The induction ceremony, held today at the Board’s headquarters in Abuja, welcomed the newly recruited officers and introduced them to the core values, operational structure, and strategic objectives of the organization.

The programme also provided an overview of the Board’s mandate of facilitating access to affordable housing loans for federal public servants across the country.

In her opening remarks, Hajiya Salamatu Ladi Ahmed, the Executive Secretary,  Federal Government Staff Housing Loans Board, congratulated the recruits on their successful appointment and encouraged them to demonstrate professionalism, loyalty, integrity, and dedication in the discharge of their duties.

She emphasized that the Board remains committed to building a motivated workforce capable of advancing the Federal Government’s housing initiatives for its employees.

“The induction programme is designed to equip our new staff with the knowledge and orientation necessary to effectively contribute to the realization of the Board’s mandate, and we expect every member of staff to uphold the highest standards of service, accountability, and teamwork.” she said.

The programme featured presentations from heads of departments and senior management staff, who provided insights into the Board’s operations, policies, and expectations for employees. Sessions also covered overview on FCSSIP 25, ethics in public service, workplace conduct, enlightenment on Union matters, digitalization in Federal Civil Service, and Finance & Accounts .

The newly inducted staff expressed appreciation for the opportunity to join the Board and pledged to contribute meaningfully to its mission of improving access to housing finance for federal government workers.

The Federal Government Staff Housing Loans Board remains committed to enhancing its human capital development as part of its broader strategy to improve service delivery and support the housing needs of federal public servants.
