Duties of the Board

It shall be the duty of the Board, within the limit of its resources and in accordance with regulations made by the Board under section 11 of this Act, to grant advances to persons eligible to receive them under this Act for the purpose of-

Building a residential house in Nigeria for use of the applicant or of his family; or
purchasing a parcel of land in Nigeria on which such residential house is to be built; or
purchasing a residential house in Nigeria for the use of the applicant or his family; or
improving or extending a residential house in Nigeria for use by the applicant or his family being a house owned by the applicant and to which he has a valid and good title acceptable to the Board, and for such other matters in connection with anyone or more of the foregoing as the Board may deem fit in the circumstances.

FUNDING OF THE BOARD

The Funds of the Federal Government Staff Housing Loans Scheme is drawn from Annual Budgets and repayment of housing loans by beneficiaries of the Loan’s Scheme. Also, the Federal Government of Nigeria can from time to time provide additional funds to address the mandate of the Board to meet the housing needs of Federal Public Servants, thereby motivating them to implement the programmes of Government.

The Board manages a partnership with the Federal Mortgage Bank of Nigeria to provide renovation loans for contributors of the National Housing Funds

ORGANIZATIONAL STRUCTURE
The Federal Government Staff Housing Loans Board is an Extra Ministerial Department of the Office of the Head of Civil Service of the Federation, with a Governing Board to conduct its affairs.
The Board has an Inter-Ministerial Governing Board that consists of various stakeholders in the Public Service as follows:
1) Permanent Secretary, Common Services Office of the Office of the Head of Civil Service of the Federation as Chairperson;
2) A representative of Establishment and Records Office of the Office of the Head of the Civil Service of the Federation;
3) A representative of the Accountant-General of the Federation;
4) A representative of the Nigerian Armed Forces;
5) A representative of the Nigeria Police Force;
6) Director (Lands). Federal Ministry of Lands, Housing and Urban Development or representative;
7) Director (Public Building and Housing), Federal Ministry of Lands, Housing and Urban Development or representative;
8) Legal Advisor, Office of the Head of Civil Service of the Federation, representing the Solicitor-General of the Federation;
9) A representative each of the Staff Side of the Negotiating Councils i, ii, iii; of the Labour Unions;
10) Executive Secretary, Federal Government Staff Housing Loans Board, as Secretary to the Board
